Removing "massey" and "rhmoodle" CSS styles from raw theme

Bug description:
While looking at CSS styling, I noticed some CSS styles for the
buttons with id "edituser_institution_massey_submit" and
"edituser_institution_rhmoodle_submit". It appears these were
accidentally added by Evonne when she was doing the theme changes for
Mahara 1.8.
