The (known) problem with the planet RSS URL is that the file is being generated, but it's not being placed into a path that Apache makes web- accessible. I think I described this in our internal tracking system a while back and asked the sysadmins to fix it, but they never did.
That said, I'm 100% in favor of getting rid of the mahara.org Planet install. It's more hassle than it's worth, IMO. And it's a product of an earlier era. Fewer people maintain their own blogs with their own RSS feeds these days.
