Updated testing instructions:
1. Export your portfolio to leap2a
2. Re-import it into your account.
3. On the interactive import step, set all decisions to "ignore"
4. Finish the import
Expected result: You should find none of the content of the leap2a file was
imported
Actual result: Most things will have been imported, unless their default
decision was "ignore"

Bug description:
This issue was reported by Kwantlen Polytechnic University.
The problem is that the "Ignore", "Replace", "Append" settings you
choose during leap2a interactive import, are ignored! I guess no one
has reported this until now, because usually you just want to go with
the default values.
