Compose form is too wide on small screens

Bug description:
On a small screen (say, 320px wide) the form on
/artefact/multirecipientnotification/sendmessage.php overflows the
screen and causes a horizontal scroll bar to appear - it should be
responsive and resize to fit the screen.
