It looks like this problem has been resolved as of Mahara 15.10rc1. Now
when I start dragging/dropping a block, grey squares appear to indicate
the rows and columns.

  Difficul to figure out the layout of a page in edit mode

Status in Mahara:
  Incomplete

Bug description:
  When editing a page with previous version it was easy to have an idea
  of the layout of the page (number of columns, size of the columns,
  etc.). In the new bootstrap design it is difficult to know where the
  lines are starting and moreover to guess hown many columns each line
  contains.

  Proposition:

  1/ to draw fine dotted lines around possible placeholders
  2/ to light grey the background of possible placeholders 
  4/ to force the Setting "Show controls to add and remove columns when editing 
a page"  to true for all new users
