Bug description:
Just noticed a hard-coded "On" and "Off" in the "Allow comments"
switchbox in
theme/raw/plugintype/artefact/file/templates/form/editfile.tpl. This
template file is accessed when you go to "Content -> Files" and then
click the "edit" button next to an uploaded file.
