Remove dependency on external zip & unzip utilities

Bug description:
Mahara currently requires access to an external zip & unzip binary,
for certain functionality. This is a perrenial cause of problems for
people running Mahara on non-standard platforms, like Windows or
shared hosting.
There's no need for this. Modern PHP implementations come with unzip
and zip methods build in, which work perfectly well.
