Per bug 1519516, I have come to realize that some users upgrade Mahara
by copying the new version over their old version. This can cause
problems because it doesn't delete files that have been removed in the
new install.

It would probably be a good idea if we added a check for this, either in
Mahara's pre-upgrade sanity check, or even just a warning on the admin
login page.
