1. After installation, only part of the page is in German. If you mean the text that reads, "Welcome [Name of your installation here] is a fully featured electronic portfolio system...", then that is normal behavior. After installing the German langpack, your Mahara site gave you a "500: Server Error" response, until you deleted the langpack files. I was not able to replicate this problem. The German language content loaded successfully, and I encountered no errors. I suggest you try it again. Be sure to check that the web server has permission to read the files.
