The normal way of things is if the advanced options 'allow comments' is
turned on then the individual all / moderate checkboxes do not display.
If the advanced options 'allow comments' is turned off then the
individual checkboxes appear.
Is this not the normal functionality?

Mahara 15.10+
This is a regression. When you select to "Moderate comments" on the
"Edit access" page, you are supposed to see two columns in which you
can select for whom the moderation shall apply. See

These columns are not available anymore in Mahara 15.10 and probably
got lost during the conversion of this screen. Since we don't use that
functionality much, we must have overlooked it during the review
process.
