Objectionable content URL doesn't work with Clean URL

Bug description:
Mahara 15.10, my user manual setup
When I click the "More" link in my admin inbox to be taken to the page
with the objectionable content, I only get:
The requested URL /user/james-jetts/project-plan&objection=1 was not
found on this server.
It works fine on demo which doesn't have clean URLs.
