I think this may be related to the "Page template" that we now have in 15.10 on the site level. That may be regarded as v. 1.

However, now the page version numbers start at 2 instead of 1. In a sense that is correct because the original page would be version 1, but without actually seeing that version number, it is confusing why there would be version 2 when no version 1 can be seen. Do others feel the same or am I overthinking things?
