There are three different components in this wishlist item as far as I
can see:
1. Be able to choose the default theme for new pages that a user creates
if the institution allowed that users can choose a different theme for
their pages.
2. Be able to choose the theme in which to browse the site. This is
handled by $cfg->sitethemeprefs = true; I would say. If set to false, it
only allows you to see the theme(s) of your institution(s).
3. Be able to choose the theme for your dashboard (but not affect group
pages or individual pages I guess).
Which one are you aiming for, Gordon, or is there another? :-)

Dashboard theme user selection

Bug description:
Currently users can select a theme to apply to their portfolio pages, but
can't change the theme for the dashboard. I've been working on developing
custom accessible themes for users, but individuals may benefit from being able
to specify a default theme for all of their pages (not just portfolio) that
would override institution default.
