Clean up lang strings for "embed.ly" functionality

Bug description:
In bug #1441395 the embed.ly plugin was integrated into Mahara 16.04.
A few lang strings need to be cleaned up:
- The API lang string isn't needed anymore.
- The icon is missing a lang string in the block configuration screen when
you hover over it.
