In bug #1565599 images became responsive (can give width, but if that
width is wider than the block width, the image scales immediately). That
means that the "Height" and "Constraint" variables in the "Image
formatting options" for an image added to text in TinyMCE becomes
redundant because the height value is ignored.
These two variables should be removed to prevent user confusion.
