Secret URL breaks too late when going responsive

Bug description:
Mahara 16.04rc1
Secret URLs when viewed on a smaller screen aren't wrapped early
enough and are overlayed by the three buttons. The buttons also drop
below the panel.
My screenshot only shows two buttons because I blocked flash, but it
still shows the problems.
