Remote avatar called each page load rather than once per session

Bug description:
The remote avatar is called when we have 'remoteavatars' config set to
true.
It does a curl command to fetch the remote avatar information.
The curl call is quite walltime slow.
it would be better to fetch the remote avatar once per session rather
than once per page load.
