I think I've found what threw me off.
In the Mahara System Admin Requirements, PHP needed is 5.5 near the top of the
page, but down under the PHP heading, 5.3 is specified. Someone should probably
tidy that up.

  Skipping long-running cron job

Status in Mahara:
  Won't Fix

Bug description:
  Mahara 15.10.1
OS: Red Hat Enterprise Linux 6
  DB: postgresql 8.4
  PHP: 5.3.29

Cron locks are apparently staying in the config table, resulting in this
message on the main admin page:
"See the installation guide for instructions on how to set it up. If you have
already set up cron, one or more of its activities have failed to run recently."

Basically, see various reports of this at :
  https://mahara.org/interaction/forum/topic.php?id=7529 "Skipping long-
  running cron jobs".
