I was not expecting a notification of changes from a locked page.
If users move content around in their content area I would say no, there is
no reason for a notification in any circumstances as its no visible change
to the page and of no interest to the subscriber who as added it to their

Notifications of changes on locked pages
Status in Mahara:
If I submit a page to a group it becomes locked. The locked page can
also be on another users watchlist. I've had an instance when users
who have the locked page on their watchlist receive notifications of
changes. This happens if artefacts are moved around into folders in
the content area.
