I believe this behaviour is due to the problem mentioned in bug #1637287
where every email to an admin is also being sent to group members. So I
suspect if there are multiple admins in a group then one would the group
member email for each of them.
Can you check to see if there are more than one group admin in the
group?
Also the potential fix for this is here

you check to see if it fixes the problem?
I'll mark this bug as a duplicate of bug #1641329 but if this is not the case

Multiple eMails when user shares or requests a groupmembership

Bug description:
When a user requests the membership to a group then I get 4 eMails with the
same text about requestion the membership and a link to the confirmationpage.
One more eMail has the same information but is a little bit different because
there is also the username included but not only the first and lastname.
