Allow the 'userlist' pieform element use the select2 for the search
box

Bug description:
So that we can update the potential list on the keystrokes as we type
our search terms
We should be able to generate the userlist search box form field as an
extension of the autocomplete field - see lib/form/elements/tags.php
for how the pieform element 'tags' extends the autocomplete one.
