Make the customizable theme responsive
Status in Mahara:

Bug description:
The built-in customizable theme is a fixed theme and doesn't allow for
a responsive design. I propose we either transform it into a
responsive theme or allow institution admins to decide whether it
should be responsive or not (potentially more difficult as we'll
essentially have to maintain two customizable themes).
