Steps to reproduce, for latest master
1. upload any file in Content->Files
2. as admin user go to Configure Site-> Site options-> General Settings
3. Set the License metadata field to true
4. Go to Content-> Files and click on the Edit button on any file
The button won't work and the edit fields will not show up.

"Edit" button for files & folders doesn't work under Content -> Files

Bug description:
Mahara 17.04master when having upgraded from Mahara 16.10. Fresh
17.04master DB is fine.
When you are on Content -> Files and click the "Edit" button for a
folder or file, it doesn't open the dialogue which would allow you to
edit title, description etc.
