Hide the Portfolio -> Import tab if no import plugins are enabled

Bug description:
The "Portfolio -> Skins" tab is hidden if skins aren't enabled.
The "Portfolio -> Export" tab is hidden if you disable all export
methods.
But if you disable all import plugins, the "Portfolio -> Import" tab
is still displayed, and it takes you to a page that says "The site
administrator did not enable the import plugin. Therefore, you cannot
use it. "
We should look at how we're doing this for the Export plugins and copy
that logic for the Import plugins.
