One more information: I have a user that is member of an institution with NO public pages allowed. The user can not share a page to the public. So this works correct. But the user can share his profilpage to the public.

It should be possible to allow public pages but not public profiles. Currently, public profiles are tied to public pages. Furthermore, institutions can only allow / disallow public pages, but don't get a say over public profiles. There should be a second setting to deal with the profiles separately. The issue around the "Friends" block would need to be dealt with separately as that is content on the page rather than the page itself.
