Page templates are in the wrong layout

Bug description:
Mahara 17.04master
When you set up a fresh database, all page templates, i.e. dashboard,
profile, group homepage, are in 3-column layout rather than their
special layout.
To replicate:
1. Set up a new DB without any content.
2. Log in as site admin.
3. Go to Adminsitration -> Configure site -> Pages and collections
4. Click one of the templates. Expected result: They show up in the proper
layout, e.g. dashboard and profile page: 2 columns; group homepage: 1 column
Actual result:
Mahara: Invalid Parameter
A required parameter is missing or malformed
The 'id' parameter is not an integer
