"Old raw" theme doesn't show collection manage button

Bug description:
Mahara 17.04 and master
When you view "Pages and collections" via the "Old raw" theme, you
don't see the "Manage" button for collections. The "Edit" button also
goes to the "Edit" screen for the first page rather than the
collection details.
How to replicate:
1. Set up a collection with at least one page in it. Use the raw, default,
ocean, modern or primary theme.
2. Switch the site in the "Old raw" theme.
3. Go to "Portfolio" -> "Pages and collections".
Expected result: See the "Manage" button and the "Edit" button that
lets you edit collection details. Instead, you don't see the "Manage"
button and the "Edit" button goes straight to editing the first page
in the collection.
