Link for empty collection doesn't go anywhere for 17.04 pages and

Bug description:
On the "Pages and collections" list page when the collection is empty
the title in the panel does not link to anywhere.
Normally the title links to the first page of the collection (either
actual page or smart evidence matrix)
I will adjust the link in title for empty collections to go to the
manage collection page so one can add some pages.
