There are currently 3 tests for different aspects of adding users:
switches_general_account.feature
add_users_configuration.feature
add_users_csv.feature
These could be combined into one test with perhaps 2 scenarios, one for csv;
one for manual adding.
Test that changing the switches actually changes the functionality. If we want
to test all the settings work the test would be quite long, but the more
important functions, assigning roles, requiring a password, forcing password
change should be tested.
