Mahara 17.04+
When somebody else's page is viewed, the page theme is shown in the
"Default" theme rather than the institution or site theme.
To replicate:
1. Choose "Primary school" as site theme. Don't allow page themes.
2. Log in as a user who is a member of "No institution" (but the same would
also go if he were in an institution)
3. Create a page and share it with "Registered users".
4. Log in as another user who is a member of "No institution" and view the
page.
Expected result: You see the page in the "Primary school" theme.
Actual result: You see the "Default" theme.
