Remove the special admin background for improved readability

Bug description:
Mahara master 17.10:
Remove the admin area background color to improve accessibility for
color contrast. Now that we'll have extra reports, having a white
background (in most themes) will be beneficial.
What to do:
/htdocs/theme/raw/sass/layout/_layout.scss
Remove:
&.admin {
background-color: lighten($brand-default, 2%);
}
