This is similar to the Bug 1717371 but in that case it was the root user trying
to fetch institution info (so we could ignore that user) but in this case it is
an actual user trying to fetch their institution info in the process of
updating their wallposts to fix any embedded images.
So we will need to make a more robust fix for this problem
