Create page from tags issues with description and with only 1 tag
existing

Bug description:
There are 2 problems needing fixing up:
1) The description under the 'Create via tags' field on page settings
does not make it clear that multiple tags entered mean create blocks
for things tags with all the tags entered.
2) If a user has only one tag in play this tag is selected
automatically and can't be not chosen
