Title: Institutional registration not working after registration turned off and on Status in Mahara: Invalid Bug description: - exact version of Mahara 18.04.1 - database (MySQL) Registration was turned on briefly in one of institutions and worked perfectly. It was then turned off for a few days and upon being turned on again it no longer works. When the user registers, the email to administrators is triggered and the approval link works, but after approval the user disappears and is not added to the database. If you try to re-add the user manually you are not prevented from using the same credentials again, but it takes a long time to save and confirm the addition of the new user (which suggests a conflict on some level). This is a big issue as we need registration to work and we don't want it to be turned on all the time for all institutions. Thanks in advance for any help squashing this bug!
