I suspended an account in Mahara that had LTI authentication and when I
attempted to log in from Totara, it said: "Your account has been
suspended as of Thursday, 01 January 1970."

When a manual account is suspended, the correct date is displayed.

It might be that the date is not recorded for LTI (maybe also other
external auth) accounts.
