Remove not needed .gitignore files from Mahara

Bug description:
We have a .gitignore file in our root (mahara) directory to handle the
ignoring of things when committing to git.
But we also have .gitignore files elsewhere in the codebase.
Some of them are useful, eg the ones in the theme subdirs and should stay
but most are not and should be removed
