Preconditions:
----------------------------  
1. Users exist (20 users)
2. Institutions exist (4 Institutions)
        a. Institution One - (User6 - User10)
        b. Institution Two - (User16 - User20)
        c. Institution Three - (User11 - User15)
        d. Institution Four - (User1 - User5)
3. Quota limits are varied for each Institution as follows 
        a. Institution One - quota limit 25 Mb
Institution Two - quota limit 50 Mb
        c. I
nstitution Three - quota limit 75 Mb
        d. I
nstitution Four - quota limit 1 Gb
5. Institution members exist (5 members for each institution) 
6. Each user in an institution has a varied amount of their quota used
        a. Inst Four - User1 has used none of their quota
        b. Inst Four - User2 has used approximately 1/4 of their quota
        c. Inst Four - User3 has used approximately 1/2 of their quota
        d. Inst Four - User4 has used approximately 3/4 of their quota

Note: if existing users were added to an institution, the "Update user
quotas" toggle switch needs to be yes for the updates to be displayed,
new users created and add to inst will have the new quota limits by
default

Test Steps:  
----------------------------
1. Log in as site admin 
2. Browse to Admin menu > Reports 
3. Configure the report by selecting the Report type as User details for all 
institutions
4. Confirm there is a "Quota used" check box in the "Columns" accordion 
dropdown ✔
5. Select the 
"Quota used" check box and click the submit button 
6. Confirm that user is redirected to the report and the "Quota used" column is 
displayed  ✔
7. Confirm the column displays Quota used as follows  ie        "4% 
(2.1MB/50MB)" ✔
8. Run another report 
9. Configure the report by selecting the Report type as User details for 
"Institution One" and click the submit button 
Confirm that user is redirected to the report and the "Quota used" column is 
displayed ✔
11. Confirm that the report displays data for Institution One only ✔

Title:
  Allow quota details in 'User details' report

Status in Mahara:
  In Progress

Bug description:
  This will allow admins to see which users are nearing their quota
  limit

  It would need to allow the sorting by quota percentage

  It would need to display the actual quota used vs the quota allowed as
  well as different institutions can have different quota limit
