Expandable panels not working in timeline

Bug description:
When trying to open an artifact with an expandable panel, the content
does not appear.
To replicate:
1) In a Mahara page add content that uses expandable panels (e.g. tasks in a
plan/file attachments on a note block).
2) Select 'Save to timeline'
3) Try to open the expandable panel in the new snapshot of the timeline
Expected: The artifacts should expand to reveal their content
Actual: Only the chevron changes - nothing else happens.
