That's a Moodle issue not a Mahara one. It does not only happen with the
assignment submission feedback, but also with any other feedback file on
an assignment that is to be exported to the portfolio.
I'll leave the report here open so we can keep an eye on the development
on the Moodle end more easily.

Bug description:
When a teacher uploads a pdf as an feedback-file to a
Moodle-assignment-submission from a student, then the student can not export
this feedback-file to mahara.
There is a "file not found"-errormessage.
