Relabel default "en" language pack as "en_nz"

Bug description:
Mahara's default language pack, called simply "en", is meant to be New
Zealand English. However, I doubt that's what most of the English-
speaking world would expect. So, I think it'd be better to relabel it
as "en_nz" to make this clearer.
