skins under Configure site -> Skins.

Why can't I create a skin in admin?
unless it is checked in institution
that should have nothing to do with institution... :-/
There is a bug here - if noinstitution (mahara) has that unchecked the admin
-> skins link shouldn't show
It should be checking that "no institution" allows Page skins.
