Tabbing doesn't take you to correct place after "Search" box

Mahara:16.10
OS: X El Capitan
Browser: Safari 9
Tab on the “Search” box (left side of the User name), “Search” text
will disappear. Continue to tab to go to the second level.
Result:
Tab skips the second level and instead highlights the URL window
