of background steps for adding blocks to a page function

Behat: wishlist item for pre-loaded database.

Bug description:
It would be nice to have a pre-loaded database that would have:
** users with various roles
** institutions
** groups
** user portfolio's with content
** user relations (friends, belongs to some groups etc.)
It would have to be some sort of background step to load the database at the
start of a feature file.
