Skin import gets virus scanned when virus checking is disabled

Mahara version: 18.04.1
Importing a skin still gets virus checked if ClamAV path is configured and
virus checking is disabled.
Looking at the code it seems like it should check before lines 265 and 327 of
htdocs/skin/import.php.
