Use Background Blocks exist instead of using steps to create blocks

Bug description:
SUMMARY: We now have the ability to create blocks in behat in the
background of a feature file. We need to update all feature files
where we create blocks with steps currently and make creation of
blocks in the background of the feature file
REQUIREMENTS: Use Background Blocks exist instead of using steps to
create blocks in the following feature files
1) test/behat/features/settings/retractableblocks.feature
2) test/behat/features/user_content/copy_page_and_collection.feature
3) test/behat/features/user_content/copy_note_content.feature
4) test/behat/features/user_content/create_delete_page.feature
