Public bug reported:
On our new 19.04.0 version the affix js no longer works. When editing a page
the content chooser should not scroll and fixes to the top of the screen on
long pages (https://manual.mahara.org/en/18.04/portfolio/page_editor.html). But
due to security reasons boostrap has removed the affix plugin and replaced with
sticky (https://getbootstrap.com/docs/4.3/migration/#components). This doesn't
seem to have been updated in the new Mahara.
