BUG SUMMARY: I require a step definition to verify that a toggle switch 
identified by label is set to either Yes or No and to verify that the switch is 
either enabled or disabled (user can interact with it or not)

 Scenario : The “Multiple institutions” option is disabled
   Given I log in as "admin" with password "Kupuh1pa!"
   And I choose "Site options" in "Configure site" from administration menu
   And I follow "Institution settings"
   Then I should see "Users allowed multiple institutions" toggle is switched 
to "No" and is not active 


EXPECTED RESULT: Then I should see "Users allowed multiple institutions" toggle 
is switched to "No" and is not active 

ACTUAL RESULT: N/A
