Accessible layout is not used on upgraded site

Bug description:
Tested on mine and Evonne's site.
In my upgraded database, I can set the profile preference to use an
accessible layout and also have the page settings show that the
accessible layout is used, but when I want to add a block to a page,
it still allows me to drag and drop and also not be full width.
It's not a problem on a new database.
