BEHAT SCRIPT : Update Script feature file

RELATED TO: https://bugs.launchpad.net/mahara/+bug/1802386
SUMMARY: Need to update current script to include to following
requirements
REQUIREMENTS:
1) This will allow admins to see which users are nearing their quota limit
2) It would need to allow the sorting by quota percentage
3) It would need to display the actual quota used vs the quota allowed as
well as different institutions can have different quota limit
