member of group can't see group tags made by another member

Bug description:
only happens in 18.10
to test:
create a group and upload a file with a tag
add a member to the group
login as the group member and go to the file tab
click on the pencil icon to edit the file
Expected result: you can see the tags for the file
Actual result:
when selecting the group file tab, there are errors like the one below
when opening the file to edit, the tags are not displayed, we can only see "
()" instead of the tag
Errors:
[WAR] a8 (lib/form/elements/tags.php:99) Undefined index: language strings
[WAR] a8 (lib/form/elements/tags.php:99) Trying to get property of non-object
